*Update*

I've discovered that you can in fact change the the background in the Saturn version.
It requires inputting the Konami code (UUDDLRLRBA) at the title screen. If done correctly, it will play either Gibson's scream or the Factory's explosion sound effect. Next you need to select CONTINUE and load a save. The background should have changed to something new.
There are three in total Twinbee (new), Speed King (same as PS version), and the default. What's worse is that you have to toggle between them, which involves using the Konami Soft Reset (Start+A+B+C+L+R) and re-inputting the code.
The PlayStation version is still superior, as you can select up to 8 different backgrounds and assign one to each individual Act.

You also can change your Target Pointer in the Saturn version. You do it by hitting L+R when drawing the Blaster.
This time, they're all the same as the PS version. You toggle between them by drawing your Blaster repeatedly.

I think the PS1 version is by far the worst version of the game, but I actually like the Saturn version. It's the censorship in the PS1 version that just ruins it and easily cancels out any pros it may have. I may be remembering incorrectly, but I recall noticing the Saturn port changed some redundant colours in comparison to the PS1 port. So, there's a bit more variety on screen in some scenes too.

The Saturn wins both Snatcher and Policenauts, but at least Policenauts wasn't completely useless on PS1 like Snatcher is. I really don't like PS1 Snatcher :P Mouse and lightgun support are not enough to make up for what is essentially a bastardization of Snatcher on the same level of the SNES Mortal Kombat.
