Having an issue with the PC-98 version

So I got a hold of PC-98 Policenauts and I'm trying to get it to work in Neko Project II fmgen (since it seems to work with it well) and, well...I can't get it to load past this screen:

It's supposed to show CD-ROM driver stuff after that, but for some reason it just hangs and never loads the game. I know NPII fmgen has CD support right out of the box but I'm stumped as to how to get it to work right. Any ideas?

When tumblr user Frolic-Chronis sent me a link to the PC-98 version they also told me this--

"You’ll need to either use Anex or Next as it makes use of a CD image and I dunno if any of the other PC-98 emulators have support for CD images. It includes the proper plugins and such for the mentioned emulators if you don’t have’em already."

Try using those, I guess?

It works fine in np2, just a pain to set up. I don't know what image you have, but in theory you need to run the game installer, create a bootable floppy, locate the appropriate drivers..

Neko Project 21 is the most up-to-date PC-9821 emulator. I used it the last time I played Policenauts and it worked just fine.

I didn't have lipsync but apparently its something you have to set up and I don't know how .-.
