Is this a good price for PSX version of the game?
I payed $20 for it and i am now wondering if i made a mistake by getting it.
also looks like i need to get back my chipped PS back from my friend.

Well, the PS version of Policenauts is the most common version of the game anyway (especially when you consider the two reissues), followed by the Saturn version. The 3DO version takes abit more effort to find, but can be had for a good price if you look hard. The original PC98 version is the most sought-after out of all versions (although, not as much as the MSX Metal Gear games).
Anyway, you owed it to yourself to get Private Collection too. It's a companion disc to the PS Policenauts (much like Document of MGS2), with behind-the-scenes info on the game and such. It's a bit harder to find than the game, but it's worth it.

All 3DO games are region free. So yes, it will work flawlessly on a US 3DO. I have tried mine in an FZ-1 model.
