Does anyone know what the hell this thing is?

I recently ordered a complete Genesis copy of Sonic The Hedgehog (sic) for the Genesis off eBay not long ago, for $12 US. The reason I bought it is because in the picture, the box appeared to have the PAL box art, with the Genesis logo. The problem, of course, is that the Genesis was not released under that name in Europe; it retained its original name, the Mega Drive. The game just came today, and I've been trying to find other pictures of it online, but I haven't been able to do so. What is this thing? It's definitely not a bootleg. Either some oddball Canadian version, or perhaps a "World" version, like with arcade games?
