Up to now I’ve played Snatcher with an emulator and it never felt right so I got a Sega Genesis and Sega CD. I use a monitor. Not a TV set.
I plugged in my SCD and Genesis the power-light came on and I heard it working but there wasn't any video or audio! How do I get the video and audio to work on a monitor? I looked all over the internet and I couldn’t find any information on how to do it so you’re my last hope. My SCD is the type that sits next to the Genesis. And (I think) My Genesis is one of the new models but I'm not sure.

Well, it all depends.. what inputs does your monitor have? The sega cd/genesis combo can output either composite or RF signals. Your bet would be Composite, since I doubt your monitor would support RF. Also, if you say it is a Genesis I assume it is an american system (i.e. not a Mega Drive) in that acse, if it is the first model, there is an output that could get you better quality, the pinout is lying somewhere on the net.
I've also seen modification to let it output s-video.

It has 2. C-video and S-video. I have a device that lets me switch between the two.

I gather you have a device that converts from S-Video or Composite to VGA. Then just use that. On the other hand, if by C-Video you mean component, you'll only be able to watch it in black and white, pluging the RCA composite cable to the green part of the component cable.

And have an added film noir feeling as you play the game.

Reminds me of when I try to output PAL to my cheapo NTSC TV.

Hmm, that might be worth trying.
Anyway, Ratperson -- just use a freaking TV set with it.
