Just a theory. (Spoilers)

I do wonder if there's more to Volgin than initially meets the eye. Gene said that Volgin's launch of the warhead was scripted, but by whom? What if Volgin was working for the Russian Philosophers? We know how divided the American branch was, so it's not a long shot to say that the Russian branch was equally splintered -- Perhaps between the KGB and the GRU, like the CIA and the Pentagon.

The Philosophers were in a state of fragility, they were shattered and broken as a result of two world wars. In MPO, we heard from Gene that the two crucibles of power for the Philosophers was the CIA, and the Pentagon. Now consider this, what if the "twin lairs" for the Russians were the KGB, and GRU?

What if, one group of the Russian Philosophers supported Khrushchev, and the KGB. And the other splinter group supported Brezhnev, Koysgin, Volgin and GRU?

The other splinter group within the Russian Philosophers would have a lot to gain if Volgin launched the warhead, afterall, it was give them the means to get Brezhnev into power. It would certainly stir up the military, that's for sure.

What do we think?

Gene already said Volgin's firing of the Davy Crocket warhead was scripted by the CIA, organized by a "Cunning Strategist" who masterminded all of the events in MGS3 and manipulated the events in MPO in order to secure the other half of the Legacy. The Russian Philosophers-- should they still exist-- didn't have anything to do with it, unless Kojima wants to pull another retcon.

How do we know the one who masterminded SE is the same one pulling strings in PO?

From reading the Japanese script of MGS3, I have come to think Gene was talking about the CIA Director, and from the surprise in Ocelot's voice in MPO, it doesn't sound like it would be him again (my guess is Zero as of now).

Eh, I got lazy at the keyboard. The main point is that Volgin was doing the CIA's/American Philosopher's bidding, not any Russian faction's. We know that pretty much for certain, barring any further narrative indecisiveness on Kojima's part.
