Please use spoiler tags mate. I luckily skipped over the spoilers then (phew), I know there's a warning and all, but still, those of us who have played half of the game do not know what questions you may be asking, plus it's best to play it safe. Thanks.

Oh it's no problem to me, I never saw the spoiler, don't worry. It's just like i said; better to be cautious about it, since like I said, some of us stopped at a point in the game once we learned that the translation was coming, and we didn't know what the questions were that you had asked (as I would have lent you a hand you see).
Unfortunately I cannot answer those questions for you, apologies for being such a bug. I betcha Marc, Pliss or Artemio can answer them though.
No prob, that's why I came here...I'd suggest finishing it anyways, just for the practice during the shooting scenes. (the last few can be hell...)and because it's awesome even without knowing exactly what they're saying.
Life and Death hang in perfect balance...I'm only here to tip the scales.

Oh yeah, I do realise how awesome it is, it kept me so engrossed throughout (which is an accomplishment, seriously, I'm such a hard guy to please with games these days) without even understand even one word of it (well, maybe a couple of easy words I always hear in animation/games/films etc but not really). But yeah, it's an awesome game, I played it up to the end of Act 3, which I am guessing is just over halfway through?
3. What were Redwood and Becker talking about in their last speeches? (Before Tony jumps, and before John reveals it has been recorded.)
Spoiler:
About Redwood...I noticed that he said the names of all the people he killed or at least injured (Ed), maybe he wanted to provocate Jonathan with that? But it's just a wild guess from me.
interesting question...i've already played the game, and I am going to play the english version...but right now its like the end of a deep movie, such as waking life. I got the general premise, but still asked "What?" at the end...how about this, Redwood's speech, is it awesome? and thats all. (psp typing is the worst...)

1. What were John and Tokugawa arguing about in act 2(?)
2. Why were they creating NARC, and what did it do?

I know it's probably awesome, I just wish I could understand it...
Thanks!
I just finished the game a few days ago.
Spoiler:
1. I don't think Jonathan and Tokugawa actually met during Act 2, but they did meet at the end of Act 1. Jonathan is basically pissed off because he realizes that Tokugawa is up to something funny (although he doesn't know exactly what yet), largely because the mafia is attending his Garden party and also because of the missing 97 sets of those pills that are mysteriously unaccounted for.
2. In the beginning of the game they tell you a bit about the effects of NARC. Specifically, on the newscast on the plane. I don't remember too clearly, but I think it was compared to LSD.
3. In his last speech, Redwood basically says that he realizes that he killed his own mother, and that "he can't lose to anyone". I was really disappointed with how shallow his character ended up being.
Becker's last speech is about whether mankind is really prepared for life in space. The policenauts were a specially trained elite, but now anybody can go freely to Beyond. What people haven't considered is the kind of effects it would have on them both physically (thus Tokugawa harvesting organs) and psychologically (the development of NARC). Science has gotten further than evolution, and so operations such as Tokugawa are necessary.
